VINCENT C. MANZI, JR.
EXPERIENCE:
I, both individually and as a partner of Manzi and McCann, have over twenty years of experience in real estate developments, acquisitions, dispositions, zoning, planning, economic revitalization and redevelopment on behalf of corporate, private and public clients. I have acted as counsel to a wide variety of private sector clients, including small businesses, trade associations in all aspects of public sector law including labor relations, employment, employee benefits and labor litigation. I am on the approved lists of several financial institutions within and without the Merrrimack Valley and other regional lending institutions in which capacity I have been involved in the acquisition and sale of real property including unimproved land and structures on behalf of public and private agencies. These transactions have included acquisitions by means of eminent domain takings and negotiated purchases and have included fee simple transfers and easements for sewer, highway and utility purposes.
I have acquired considerable experience in the application of local, state and federal laws and practices regarding acquisitions and disposition. This experience includes, but is not limited to, state and federal environmental laws and regulations, especially those promulgated and contained within M.G.L. c. 21E, and the zoning by-laws and regulations of several communities within the Merrimack Valley. I have represented several businesses engaged in the open competitive bidding process established by the Uniform Procurement Act (c. 30B) in their dealings with both state and local governments and their agencies. I have extensive experience dealing with landlord/tenant issues and other public sector entities and various private, non-profit organizations and have performed tasks which necessitate a particular working knowledge of Chapter 121B and its implications regarding various issues that arise during the administration of any public entity.
I have successfully handled numerous related grievances, civil arbitrations, trials and appeals. I have appeared before most courts in the Commonwealth at the district, superior, appellate and federal levels. I have had extensive experience in representing clients before administrative agencies including the Industrial Accident Board, the Department of Environmental Protection (formerly DEQE) and the Civil Service Commission. These litigation matters have involved civil rights, licensing matters, discrimination issues, environmental and land disputes, construction law, contract disputes, general liability and virtually the entire spectrum of municipal legal issues.
